Microsoft says it is ending Extended Support for Windows Vista on April 11, 2017. You need to upgrade to Windows 10 by then. You can find more details HERE.

At this point, Adobe Flash is a security nightmare. I strongly recommend that you go to Control Panel > Programs and Features and uninstall it. Most Web sites will work just fine without it. If you find that some of your favorite Web sites still need it, then use the Google Chrome browser instead. Chrome has a sandboxed (i.e. more secure) version of Flash built in that Google maintains for you. Much safer.

Logitech makes a line of universal remotes called Harmony. You said that you would like to spend less than $100. In that case, your best bet is probably the slightly older Harmony 650 ($47.85 and rated 4 stars).
